(o) Promote and defend the right of Members to have an appropriate opportunity to participate in policy initiation and development through meetings, conferences, delegations or ballot papers, and promote the highest level of democratic debate, as well as the right to advocate for policy change while acting at all times within the framework of agreed rules and policies. 8- Any violation of these rules will result in the referral of the case to the Unison Regional Secretary for possible referral to CEN in accordance with Article I of the UNISON Regulations on Disciplinary Matters. (a) The rules of procedure of the branches shall be adopted by two-thirds of the members present and voting by a quorum. The branch may make donations to other organisations or bodies, provided that such donations are compatible with the objectives and objectives of the branch and national rules. The procedures to be followed in sectoral elections are based on the rules, objectives and objectives of UNISON. 2. (a) Sectoral rules shall be in accordance with national rules, the decisions of the National Conference of Delegates and the National Executive Board. Any member of the branch may obtain a copy of the current set of rules and rules of the branch upon request. The branch shall establish an audited annual rate of return on the products, expenses, assets and liabilities of the branch, in accordance with the requirement of the national board of directors and in accordance with national regulations.
The members admitted to the election of these functions must be full members within the meaning of Article C2.3. Retired members may stand for election and vote for positions in the organization of retired members of the Branch only, unless the NEC has decided otherwise. Members who apply for a position as an officer of the FPA Section must be eligible under the rules of the affiliated political fund, and only FPA payroll payers are eligible to vote for that position. (c) Changes to the sectoral rules should be agreed upon and approved in the same manner. (b) In the event of a conflict between branch rules and national rules, national rules shall prevail. The rules are published in the UNISON Regulation. After each national delegates` conference, a new edition containing the latest updates and changes to the rules (approved by a two-thirds majority of the conference delegates) is prepared. 14. (a) The finances of the branch shall be approved by the general meeting after examination and proposal by the Industry Committee. b) All legitimate costs incurred in the implementation of the UNISON Section and related trade union activities will be reimbursed after approval by the Section Treasurer and/or Branch Committee. (c) The Section Committee shall determine the official posts of the Branch for which a mobile phone may be issued and shall agree on a timetable for the reimbursement of such equipment. (d) The general meeting shall elect two auditors of the branch, who shall not be members of the branch committee, to audit the accounts of the branch.
UNISON rules govern how the union operates and how different parts of the union, including sections, regions, service groups and member groups, function. They also describe the rights and obligations of members. (iii) the treasurer of the branch directs the financial operations of the branch and keeps the accounts in accordance with the UNISON rules; may report on the financial situation to management; advises branch officials and branch subcommittees on financial management and expenditures; provides for the submission of an annual declaration and audited annual accounts in accordance with national rules and timetables and acts in accordance with the instructions of the Interbranch Committee. (b) Candidate countries shall be deemed to have been accepted unless they are approved by a majority at a meeting of the Branch Committee or a General Assembly of the Branch. The decision not to support an application for membership must be in accordance with the Regulations and the Statute. Any candidate whose membership is refused must be justified in writing and has the right to appeal in accordance with national rules. The branch is called the “University of York” branch of UNISON and is called in all rules “the branch”. b) The rules of the Directorate-General must be approved in accordance with UNISON procedures.
(b) The Directorate-General Committee shall manage the affairs of the Directorate in accordance with the rules and directives in unison. Candidates are reminded that as members of UNISON, they agree to abide by the objectives of the union as defined in the UNISON Rules, which can only be modified by the National Conference of UnISON Delegates. CEN therefore considers that there is an obligation for voting addresses not to contain material contrary to the objectives and objectives of UNISON under Rule B, in particular the right of all members, without distinction as to race, sex, sexuality, disability, age or creed, to be treated with dignity. b- Approve up to £500 per member and per course on union training on the recommendation of the branch development officer. Payments over £500 are subject to approval by the Branch Committee, unless otherwise provided in the Industry Rules. 13. (a) The rules of procedure of the branches shall be approved by two-thirds of the members present and voting at the annual general meeting of the quorum branch., (b) The by-laws of the branch shall be approved in accordance with UNISON`s procedures. (c) Changes to the rules of the branch shall be agreed upon and approved in the same manner.
7. (a) Representation on the Branch Committee shall be ensured in accordance with the abovementioned Rules 5 and 6.b) The Branch Council shall manage the branches in accordance with national rules and directives. (c) The quorum of the Section Committee shall be one third of the members of the Committee. The quorum will therefore be 11. (d) The Section Committee will make arrangements for the representation of members and difficulties will be discussed primarily with the Regional Representative. (e) The Branch Committee shall take its decisions by a simple majority of the persons present and voting. (a) the Section shall act in accordance with national rules, the decisions of the Annual Conference of Delegates and the decisions of the Council of the National Section. (c) A copy of the national provisions and the rules of the branch shall be given to all members upon accession and on request.
(2) The returning officer of the division shall be responsible for the conduct of the elections of the officers and stewards of the section, the elections of branch managers and stewards shall be by full postal vote. (See Appendix 1). (iv) The quorum of the Section Committee shall be one third of the voting members of the Committee or eight members of the Committee entitled to vote, whichever is greater. At the beginning of each meeting of the committee, the section secretary shall present a list of the names of the members entitled to vote at the meeting. (v) The Branch may pay fees agreed to by the Annual General Meeting. (b) Section officials may be appointed by the Section Committee or by two members, with the exception of the head of the APF, who may be elected only by the members of the APF. c) All proposals must be received in writing at least three weeks before the Annual General Meeting. d) Each candidate shall be notified and shall have the right to withdraw before each election (e) If there is more than one candidate, a vote shall be taken. (f) Voting may be by show of hands or by ballot paper. (g) In the event of a vote, official documents shall be submitted and each member of the branch shall be entitled to one vote for each post to be filled. Where appropriate, postal voting may be provided for with the assistance of WHO/Europe. h) Each election shall be conducted in accordance with the electoral procedures – attached as Annex 1.
The Section Committee prepares job descriptions for all Executive Officer positions in accordance with national recommendations. The expense rates of members attending meetings or carrying out other activities on behalf of the branch are agreed by the general meeting in accordance with the branch cost system contained in the branch finance manual (see also section 12.3 of the Industry Code of Practice). 3. The bureau`s decision on procedural and procedural matters shall be final. (b) applications for membership shall take effect from the date on which the completed forms are received by the branch or at regional or national level and the first contribution is paid. (c) A meeting of the Section or Committee of the Section may decide not to support an application for membership, but such a decision shall be in accordance with the Rules of Procedure and the Statute. Such a decision must be explained in writing to the person, as well as his or her rights of appeal. (d) All members must abide by the rules.
(e) The National Executive Board may terminate a person`s membership in accordance with the Rules of Procedure. n) Promote solidarity and an effective working partnership among members, activists, representatives, officers and all personnel in the service of the leadership and its agreed policies. .
